 축하의 말씀을 드리고 싶습니다. 오늘 아침 문 대통령과 펜스 부통령께서는 한국전쟁 기념비에서 헌화를 하시고, 한국전 발발 67주년을 기렸습니다. 굉장히 아름다운 광경이었습니다. 우리는 결코 용감하게 싸우고, 그리고 자유로운 한국을 위해서 전사한 미국인들과 한국인들을 잊지 않을 것입니다. 이러한 참전용사들은 정말 훌륭한 분들입니다. 우리는 영원히 이 분들의 헌신에, 그리고 이 분들의 희생에 감사의 마음을 느낄 것입니다.

 우리의 파트너십이 전쟁 포화에서 맺어진지 60년이 지났습니다. 한국과 미국의 이러한 동맹은 평화와 안보의 초석입니다. 전세계의 가장 위험한 지역에서의 평화와 안보의 초석입니다. 그리고 이 양국 간에 그런 전쟁에서 만들어진 이런 연결고리는 이제는 문화, 상업, 그리고 공동가치에 의해서 얽혀져 있습니다.

 우리는 함께 무모하고도 무자비한 북한 정권의 위협에 직면하고 있습니다. 그 정권의 핵과 탄도미사일 프로그램에 굉장히 확실한 대응이 필요합니다. 북한의 독재정권은 자국국민들이나 이웃 국가들의 안정과 안보를 존중하지 않고 있고, 그리고 인간의 생명에 대한 존중이 없습니다. 이것은 오랜 시간동안 계속해서 입증되어 왔습니다. 수백만 명의 북한 주민들이 굶으며 세상을 떴습니다.

 그리고 전세계는 얼마 전에 그 북한의 정권이 미국의 훌륭한 오토 웜비어한테 무엇을 했는지를 목도했습니다. 저는 문 대통령께서 오토의 사망에 대해서, 죽음에 대해서 조의를 표의해 주신 것에 대해서 감사를 드리고, 그 가족들한테는 지금 애도의 마음을 보냅니다.

 북한과의 전략적 인내 시대는 실패했습니다. 수년 동안 있었지만 실패했습니다. 솔직히 말씀드리면 이제 이 인내는 끝났습니다. 미국은 지금 긴밀하게 한국과 일본, 그리고 전세계의 파트너들과 긴밀하게 협력하고 있습니다. 외교, 안보, 경제적인 조치들을 통해서 우리의 동맹국들을 보호하고, 우리 시민들을 보호하고, 이러한 위협으로부터, 즉 북한이라는 위협으로부터 보호하기 위해서 모든 조치를 하고 있습니다. 그리고 북한과 같은 경우에는 역내 모든 강대국들과 책임 있는 국가들이 제재 조치를 시행하고, 북한 정부한테 좀 더 나은 길을 선택하도록, 그리고 좀 더 빨리, 그리고 또 다른 미래를 선택하도록, 그렇게 해서 오랫동안 고통 받은 자국민들을 위할 수 있도록 요구하는 데 동참해 줄 것을 촉구했습니다.

 우리의 목표는 바로 이 역내 평화와 안정과 번영입니다. 그리고 미국은, 미국이라는 자국을 늘 항상 방어할 것입니다. 그리고 우리는 항상 우리의 동맹국들을 방어할 것입니다. 그러한 공약의 일환으로서 우리는 같이 협력하고 있습니다. 그렇게 해서 주한미군 주둔의 비용이 공정한 부담이 이뤄질 수 있도록 할 것입니다. 주둔 비용의 분담은 굉장히 중요한 요소가 있고, 앞으로 더욱 더 중요해질 것입니다. 특히나 이 행정부에서는 그렇습니다.

 그리고 우리는 계속해서 공정하면서도 상호호혜적 경제 관계를 구축하기 위해서 협력할 것입니다. 한미 무역협정은 2011년에 체결됐고, 2016년에 누가 체결을 했는지, 서명했는지 여러분들 알고 있습니다. 하지만 그 협정이 체결된 이래로 미국의 무역적자는 110억달러 이상 증가했습니다. 그다지 좋은 딜이 아니라고 생각합니다. 그리고 지금 현재 한국기업의 대미투자가 늘어나고 있습니다. 올해 이번 달에는 가스회사가 미국의 LNG 초도 물량을 한국에 보내는데 그 거래량은 250달러 이상입니다. 굉장히 좋은 것이라고 생각합니다. 우리 장벽을 없애고 시장의 진입을 더욱 더 확대해야 될 것입니다.

 우리는 굉장히 심각한 자동차라든지 철강의 무역 문제에 대해서 지난 밤에 이야기를 했습니다. 그리고 문 대통령께서는 이런 저의 우려 표명에 대해서 공정한 경쟁의 장을 만들겠다고 말씀해 주셨습니다. 그렇게 해서 미국의 근로자라든지 사업가들, 그리고 특히나 미국의 자동차 제조업체들이 공정하게 한국에서 경쟁할 수 있도록 해 주겠다고 말씀을 하셨습니다. 한국의 기업들은 자동차를 미국에서 팔고 있습니다. 마찬가지로 미국의 기업들도 상호호혜적인 원칙에 기반해서 그렇게 할 수 있어야 된다라고 생각하고, 그렇게 될 것이라고 생각합니다.

 그리고 아울러서 저는 한국 측에 중국의 철강 덤핑 수출을 허용하지 말아달라고 촉구를 했습니다. 이것이 우리의 교역관계에 있어서 굉장히 중요한 첫걸음이 될 것이라고 생각합니다. 왜냐하면 그렇게 되지 않으면 미국의 근로자들한테 공정하지 않기 때문입니다. 미국팀이 이 문제를 해결하기 위해서 한국 측과 협력을 하고 그리고 거래를 한국뿐만 아니라 미국한테도 좋은 거래를 만들어 도출해낼 수 있을 것이라고 생각합니다.

 문 대통령을 오늘 이 자리에 모시게 되어 매우 기쁘게 생각하고, 미국을 대통령으로서 첫 순방지로 선택해 주신 것을 영광스럽게 생각합니다.

 지난 만찬에서 굉장히 좋은 시간을 보냈고 굉장히 생산적인 논의를 지난밤에 이어 오늘도 가졌습니다. 앞으로도 수년 동안 대통령과 협력을 하고, 우리의 동맹을 강화하고, 우리의 시민들과 국민들을 공통의 위협으로부터 보호를 하고 그리고 양국, 즉 미국과 한국의 위대한 국민들의 우호를 증진하는 데 같이 협력하기를 기대합니다.

Melania and I are honored to welcome President Moon of South Korea and his lovely wife Madam Kim to the White House
Mr. President, let me be the first to congratulate you on your election, tremendous election people, and also people of South Korea for providing such an incredible example of democracy for the world to see.
It was very exciting I must see and congratulations.
This morning President Moon and Vice President Pence laid a wreath at the Korean War Veterans Memorial to commemorate the 67th anniversary of the Korean War.
It's a beautiful ceremony
We will never forget that Americans and Koreans bravely fought and died together for a free Korea.
To the Korean and American veterans of that war, great people, we are eternally grateful for your service and for your sacrifice.
Mor than six decades after our partnership was forged in the fires of war, the alliance between U.S. and South Korea is the cornerstone of peace and security of a very very dangerous part of the world.
The link between our countries cemented in battle is now also tied together  by culture commerce and common values
Together we are facing the reckless and brutal regime of North Korea
The nuclear and ballistic missile programs of that regime require a determined response.
The North Korean dictatorship has no regard for the safety and security of its people or its neighbors and has no respect for human life and that's been proven over and over again.
Millions of North Korea's own citizens have suffered and starved to death.
And the entire world just witnessed what the regime did to our wonderful Otto Warmbier.
I thank President Moon for expressing his condolenes
on the travesty of Otto's death.
Our thoughts and our prayers remain with his wonderful family.
The era of strategic patience with the North Korean regime has failed.
Many years and it has failed.
And frankly, that patience is over.
We're working closely with South Korea and Japan as well as partners around the world on a range of diplomatic security and economic measures to protect our allies and our own citizens from this menace known as North Korea.
The U.S. calls on other regional powers and all responsible nations to join us in implementing sanctions and demanding that the North Korean regime choose a better path and do it quickly and a different future for its long-suffering people.
Our goal is peace, stability, and prosperity for the region
But the U.S.  will defend itself.
Always will defend itself.
Always.
And we will always defend our allies.
As part of that commitment, we are working together to ensure fair burden sharing in support of the U.S. military presence in South Korea.
Burden sharing is a very important factor.
A factor that is becoming more and more prevalent, certainly in this administration.
We are also working to create a fair and reciprocal economic relationship.
For when the U.S.-Korea trade deal was signed in 2011
to 2016, you know who signed it, you know who wanted it, our trade deficit with South Korea has increased by more than 11 billion dollars.
Not exactly great deal.
I was gratified to learn about the new investments South Korean companies are making in the U.S.
This month, Cheniere is sending its first shipment of American liquefied natural gas to South Korea in a deal worth more than 25 billion dollars. It's great.
We will do more to remove barriers to reciprocal trade and market access.
We talked last night and today about some tough trade issues. Like autos and steel.
And I'm encouraged by President Moon's assurances that he will work to create a level playing field so that American workers and business and especially automakers can have a fair shake at dealing with South Korea.
South Korean companies sell cars in America.
American companies should have that same exact privilege on a reciprocal basis, and I'm sure we'll be able to work that out.
In addition, I've called on South Korea to stop enabling the export of dumped steel.
These would be important steps forward in our trading relationship. Very important steps. They have to be made.
Not fair to the American workers if they're not and they will be.
Our team are going to get to work on these issues
And they're going to sign a deal that's great to South Korea and great to the U.S.
Mr. President' I'm thrilled that you're here today and deeply honored you choose to go to the U.S. us as your first foreign trip as President.
I greatly enjoyed dinner and the  many producitive discussions we've already started having today had today
I look forward to working with you for many years to come to strengthen our alliance, protect our citizens from common threats, and deepen the enduring bonds of friendship, between Americans and the great people of South Korea.
